Army Fellows Program (AFP)
The Army Fellows Program is a two-year program that provides you the opportunity to embark on a developmental, accelerated career path as an Army civilian employee. Upon successful completion of the program, we will promote you into a permanent position.
Typical entry is at the GS-07 level, with promotion to GS-09 after successful completion of one year and placement into a permanent GS-11 position upon successful completion of the program and recommendation by supervisor. You will receive paid job-related training that may include rotational assignments.
You will benefit from a competitive salary and benefits package with annual pay increases, generous annual and sick leave, flexible schedules and worldwide locations. Fellows also benefit from health, dental and vision insurance, as well as a retirement pension and 401(k)-like Thrift Savings Plan.

Army HBCU/MI SPARK Program
The Army HBCU/MI SPARK – Student Program for Army Research and Knowledge is an undergraduate internship program for full-time HBCU/MI students. The Army HBCU/MI SPARK program provides U.S. undergraduate students in STEM fields with the opportunity to conduct research at an Army laboratory. Under the guidance of government scientists and engineers, students will engage in Army mission-related research projects, including data analysis and systems modeling, during the summer of 2024. This internship program focuses on students pursuing disciplines that are critical to the Army initiatives. Please see below for a list of STEM academic disciplines and Army relevant disciplines.
The Army HBCU/MI SPARK program offers a 10-week summer research internship which is taking place across the United States. Accepted interns will work directly with a mentor at an Army research facility. The program provides stipends, housing, and some travel funds to accepted interns.

DEVCOM CBC Defense Civilian Training Corps (DCTC)
The Defense Civilian Training Corps is a congressionally-mandated talent development program that provides a multidisciplinary, active-learning curriculum with summer internship projects at DoD organizations. DCTC is a highly selective pilot program that provides a 100% tuition scholarship and two-year curriculum with a project-based summer internship that prepares scholars for direct pathway into DoD acquisition-related careers.
Recruit and develop resilient DoD leaders who bring innovative ideas, diverse backgrounds, and a collaborative mindset to enable and secure the defense ecosystem.

HBCU/MI Summer Students
The Department of Defense (DoD) Historically Black Colleges & Universities and Minority Serving Institutions (HBCU/MI) Summer Research Internship Program is supported by the Office of the Under Secretary of Defense for Research and Engineering (OUSD[R&E]).
The DoD HBCU/MI Summer Research Internship Program is an annual summer research program offered to current students and recent graduates who studied STEM disciplines at HBCUs/MIs. The program provides a bridge between classrooms and real-world experiences and aims to increase the number of minority scientists and engineers who choose careers with the DoD. Interns receive hands-on experience at one of the DoD facilities during their internships and can apply this knowledge to further their career and education goals. These DoD facilities are at the forefront of innovation in STEM.
The DoD relies on a strong, STEM-capable workforce to achieve critical functions of its mission. From discovering emerging technologies to developing the next-generation workforce, DoD depends on brilliant STEM professionals to continue to innovate. The HBCU/MI Program plays an important role in helping the DoD strengthen its agile scientific footprint by engaging with the next generation of STEM talent during summer internships. By providing a forum for standout STEM scholars to present their own research at symposiums attended by DoD scientists and engineers, DoD remains on the cutting edge of innovation.
The HBCU/MI Program is sponsored by the Office of the Under Secretary of Defense for Research and Engineering and is designed to foster student interest in STEM education and careers in DoD while supporting the DoD’s objective of developing a diverse, motivated, and highly skilled civilian workforce.
Participants conduct research relevant to the defense mission under the supervision of DoD scientists and engineers in DoD facilities across the nation.

Science, Mathematics, and Research for Transformation (SMART) Scholarship-for-Service Program
The SMART Scholarship-for-Service Program is a DoD-funded combined educational and workforce development opportunity for undergraduate and graduate-level students in science, technology, engineering, and mathematics (STEM).
In this program, you will serve a 10-week internship each year alongside scientists and engineers at the sponsoring facility; these experiences prepare students for full-time employment and working within the DoD. The program pays your tuition and fees while providing a monthly stipend. After you graduate, you must work for the sponsoring organization in a permanent position.
You may also be eligible for the SMART program if you’re a current DoD employee enrolled in an undergraduate or graduate STEM program.

ORISE
The Oak Ridge Institute for Science and Education is a U.S. Department of Energy asset that is dedicated to enabling critical scientific, research, and health initiatives of the department and its laboratory system by providing world class expertise in STEM workforce development, scientific and technical reviews, and the evaluation of radiation exposure and environmental contamination.

Recent Graduates Program
The Recent Graduates Program is for those who have graduated, within the past two years, from a qualifying educational institution or certificate program. The Recent Graduates Program offers career development with training and mentorship.
You must apply within two years of getting your degree or certificate (veterans have up to six years to apply due to their military service obligation).

Presidential Management Fellows (PMF) Program
The Presidential Management Fellows Program is a two-year program to attract, recruit and hire top talent for enterprise needs. Typical entry is at the GS-09 level, with promotion to GS-11 after successful completion of one year, and placement into a permanent GS-12 position upon successful completion of the program. Specific vacancies vary.
To apply, you must have:
• A graduate degree or nearing completion of a graduate degree
• A mobility agreement
• U.S. citizenship
• A security clearance (varies by position)
